Since February 2010 European transport policy and European energy policy are dealt with by two separate DGs, each having their own Director General. The transport DG had to look for a new name.
It is now named the Mobility and Transport DG, “DG MOVE”.

European transport Commissioner Siim Kallas

Siim Kallas was appointed Vice-President of the European Commission in charge of transport in February 2010. From October 2004 until February 2010 he served as Vice-President responsible for administration, audit and anti-fraud. In May 2004, he was appointed as the first Estonian member of the European Commission, working in the field of economic and monetary affairs.
Before coming to the Commission Commissioner Kallas was an active participant in the restoration of Estonian statehood and served in Estonia as Prime Minister, Minister of Finance, Minister of Foreign Affairs and President of the Central Bank.

The Transport committee of the European Parliament

The Transport Committee of the European Parliament (“TRAN committee”) is responsible for matters relating to the development of a common policy for rail, road, inland waterway, maritime and air transport, in particular common rules applicable to transport within the European Union,  the establishment and development of trans-European networks in the area of transport infrastructure,  the provision of transport services and relations in the field of transport with third countries,   transport safety and relations with international transport bodies and organizations. Tourism issues and postal services are two other responsibilities of this Committee. The Committee is chaired by the British Socialist Brian Simpson and counts 43 members and 43 substitute members.

Marco Polo Programme

Marco Polo is the European Union's funding programme for projects which shift freight transport from the road to sea, rail and inland waterways.

The current, second Marco Polo programme runs from 2007-13. The programme budget is €450 million Euros, it now includes as well "motorways of the sea" and "traffic avoidance" projects and countries bordering the EU are also eligible for funding.

The Action Programme Naiades

In 2006 the multi-annual action programme, NAIADES (Navigation and Inland Waterway Action and Development in Europe) was launched to encourage the use of inland navigation as part of intermodal freight solutions, in order to create a sustainable, competitive and environmentally friendly European wide transport network.
On this website you will find topical information about inland waterway transport in Europe.
Pour la petite histoire… the Naiades were the fresh water nymphs in Greek mythology. They presided over rivers, brooks, springs, lakes and marshes.

In view of implementing the Naiades Action Programme, the inland navigation sector together with the Commission created  PLATINA, an FP 7 project consisting of 22 partners from nine different countries, in order to accelerate the achievement of the NAIADES aims. This multi-disciplinary knowledge network will allow PLATINA to create the momentum necessary to achieve the NAIADES objectives.
The core consortium is formed by via donau (Austria) as coordinator, Voies navigables de France (France), Bundesverband der Deutschen  Binnenschiffahrt (Germany), Promotie Binnenvaart Vlaanderen (Belgium) and the Rijkswaterstaat Centre for Transport and Navigation (The Netherlands).

Central Commission for the Navigation of the Rhine (CCNR)

The Central Commission for the Navigation on the Rhine (CCNR) is the oldest governmental international organization.

The CCNR aims at guaranteeing that the principles embodied by the Convention of Mannheim are respected: freedom of navigation, equal treatment of ships of all nations, exemption from any taxes and duties based solely on navigation, absence of physical or administrative obstacles to navigation, commitment to maintain the navigability of the waterway. These principles were outlined in 1868.

The Central Commission is composed of the representatives, called Commissioners of the Member States: Belgium, France, Germany, the Netherlands and Switzerland.

The Danube Commission

The Danube Commission is an international intergovernmental organization, set up by the Convention regarding the regime of navigation on the Danube signed in Belgrade on 18 August 1948.
The primary tasks of the Danube Commission activity are provision and development of free navigation on the Danube for the commercial vessels flying the flag of all states in accordance with interests and sovereign rights of the member-states of the Belgrade Convention, as well as strengthening and development of economical and cultural relations of the said states among themselves and with the other countries.
The member-states of the Danube Commission are the Republic of Austria, the Republic of Bulgaria, the Republic of Hungary, the Federal Republic of Germany, the Republic of Moldova, the Russian Federation, Romania, the Republic of Serbia, the Slovak Republic, Ukraine and the Republic of Croatia.

The European Sea Ports Organisation, ESPO represents the seaports of 22 Member States of the European Union and Norway and has observer members in Croatia, Iceland and Israel.
Since 2 April 2009, EFIP and ESPO have a joint office in Brussels. EFIP and ESPO stay however separate legal entities with independent decision-making structures.
