Romania Inland Ports Union (UPIR)

fto_danubeUPIR represents all Romanian inland ports along the Danube river. UPIR’s members are ports administrations and port operators. It represent 3 major maritime ports and 10 inland ports.

The Romanian sector of the Danube is divided into a maritime sector and an inland sector. The maritime sector of the Danube starts from Sulina crossing Sulina Channel and reaching Galati port – the biggest maritime port located on the Danube. Advantages in the field of international transport are its connection to the wide gauge railway lines of Moldova, Ukraine and Russia and the accessibility by seagoing vessels with a draught of up to 24 ft. (7.3 m) directly from the Black Sea through Sulina channel via the maritime Danube.

Very close to the Moldavian Republic border (12 km) and to the Ukrainian border too, Galati port has connections by rail, road, maritime and inland, that means Galati is so to say a pentamodal location. Galati port is connected by express road to the existing motorway Bucharest-Constanta (only 130 km distance).

There are two options for routing trains from/to the Ukraine or Russia both using the common section Galati – Giurgiulesti – Reni – Basarabeasca – Causeni – Tighina (Bender):

Route 1: Tighina (Bender) – Tiraspol – Pervomaisc/Kuchurhan – Rozdil’na – Kazatin – Kiev
Route 2: Tighina (Bender) – Chisinau –Ungheni – Balti – Ocnita –Vinnytsya - Kiev

Braila port – the second maritime port, is located only 20 km distance from Galati.
Galati and Braila towns will be developed as an urban platform which could become the second one after Bucarest.

Almost 1.3 mile sqm and 10,368 m quay length (53 % maritime quay) are available together at Galati and Braila port.

A Container Terminal (CT) is operational in Galati port and covers an area of 20,000 m² with a planned annual capacity of 8,000 TEU. The warehouse for stuffing (loading) and stripping (unloading) of containers, covering an area of 3,600 m², is currently under construction. It is adequate for short sea shipping and inland navigation

The main inland port is Giurgiu Port located only 60 km by road to Bucarest and near to the Bulgarian Danube Port of Ruse. A container terminal is located in the “free zone” area.

All most each of the Romanian ports have shipyards. The biggest one (DAMEN) is located in Galati but one should also mention other important shipyards in Braila (AKER), Tulcea (AKER), Giurgiu, Oltenita, Drobeta Turnu Severin .

Passengers terminals are available in Tulcea, Giurgiu and Bechet.

Tulcea port is the gate to Danube Delta – the famous natural reserve. A new and modern passenger terminal was finished in 2005 for maritime and inland passengers vessels. There are also MARINA facilities available, hotels and connections to touristic sites inside reserve.

The National Company Maritime Danube Ports Administration Galati (APDM SA Galati)

fto_galatiThe National Company Maritime Danube Ports Administration Galati is the port authority for the ports (Galaţi, Brăila, Tulcea, Isaccea, Măcin, Chilia Veche, Mahmudia, Smârdan, Hârşova), work points (Gura Arman, Turcoaia) and wharves (Crişana, Maliuc, Gorgova, Partizani and Babarada), whose infrastructure it has been concessioned by the Ministry of Transport and Infrastructure.

The National Company Maritime Danube Ports Administration Galati is in charge of national public interest activities in accordance with the state’s legal provisions in force, under the authority of the Ministry of Transport and Infrastructure. The company has the following responsibilities:

  • Implementing the port infrastructure development programmes;
  • Allowing free access of IWT and sea-going vessels to the mooring berths;
  • Maintenance dredging to provide the necessary depths in the port roadsteads, on the access waterways to the roadsteads, in the port basins and at the berths;
  • Renting port grounds to the port operators;
  • Land and water signalization for river navigation;
  • Collecting wastewater, hydrocarbon residues, garbage and sewage from vessels;
  • Providing services for pleasure boats and nautical tourism, as well as services for passengers and tourists;
  • Implementing the tasks assigned by the Romanian Government, resulting from the international navigation agreements Romania is a party to;
  • Other port services.

 

The WANDA project - „Waste management for inland navigation on the Danube“

The Wanda project aims at establishing a sustainable, environment-friendly and trans-nationally coordinated approach in ship waste management – including the development and implementation of related measures – along the Danube in order to protect this water resource and its multifaceted ecosystems.

The project is funded by the South East Europe Transnational Cooperation Programme (SEE) of the European Union in Priority 2 „Protection and Improvement of the Environment“ and it will last for 3 years, until March 2012. The CODENAV project – A system for collecting ship generated waste in the Maritime Danube ports.

The project is funded through the Sectoral Operational Programme-Transport (SOP-T), key area of intervention no. 3.3: Minimizing the adverse effects of transport on the environment.
The main objective is to reduce the environmental impact of river transport activities and improve the ship-waste management system in the ports administered by APDM SA Galati Galati, Braila, Tulcea, ports that are a part of the Trans-European Transport Network. The project duration: 2010-2011.

Improving the port infrastructure – the modernization of berths 23 and 25 (partially) in Braila Port.

The execution period is estimated to last for 24 months – the project is supposed to start in 2010.

National Company River Danube Ports Administration SA Giurgiu

fto_giurgiuFounded in 1998 by a Government Decision, following the reorganisation of the former autonomous APDF RA, the National Company River Danube Ports Administration SA Giurgiu (CN APDF SA) is a national company with the legal form of a joint stock company with initial capital subscribed and held fully by the Romanian state as sole shareholder.
CN APDF SA Giurgiu performs the functions of the port authority in its area of activity.
Under the administration of CN ADPF SA, the ports have the ability to provide a freight traffic of 15 million tonnes per year using the quays totaling a length of 16.200m.
The most important ports administered by NC ADPF SA are: km.300 Cernavoda, Calarasi km.370, km.430 Oltenita, Giurgiu km.493, Ship km.630, Bechet km.679, km.794 Calafat, Drobeta Turnu - Severin km .931, km.955 Orsova, Moldova Veche km.1046.

Activities include:

 

  • providing repair, maintenance and maintain minimum technical characteristics shipping infrastructure that was leased;
  • making available shipping infrastructure on a non-discriminatory basis in accordance with legal regulations;
  • earthly and floating navigation signaling;
  • maintenance dredging to ensure depth in ports and inland waterways;
  • assistance to ships operating dangerous cargo;
  • taking waste and waste water from ships;
  • taking garbage and domestic waste from ships;
  • services for pleasure craft and tourism;
  • water, electricity and heating refurnishing;
  • Saving and refloating ships;
  • Carrying out activities related to shipping activities, which include security services, according to law;

DANUBE Project - Danube access Network - Unlocking bottlenecks in Europe by developing a high-quality TEN-T ports infrastructure in Romania and optimal economic terms - feasibility study phase

Sources of funding: the TEN-T Project
Implementation Period: 01.03.2008 -15.07.2009
Project value: 400,000 EUR from which 200,000 EUR funding from the European Commission under the TEN-T programme and 200,000 EUR from the state budget

The project presents technical solutions for sustainable economic development of port infrastructure in the TEN-T ports (Moldova Veche, Drobeta Turnu Severin, Calafat, Giurgiu, Oltenita, Calarasi and Cernavoda) and also identify the resources and priorities necessary in order to define an effective system to ensure safe accessibility and development of port operations.

Project System Ship generated waste takeover and processing sistem, and intervention in case of pollution on the Danube sector administered by CN APDF SA Giurgiu

Project value: 9,307,589 Euro

Objective of the project is to reduce negative environmental impacts caused by river transport activities and response to urgent needs already identified for protection of the Danube River, through better reception and processing of waste from ships and intervention in case of pollution in ports belonging to CN APDF SA Giurgiu.

WANDA Project - Waste Management for Inland navigation on the Danube

Sources of funding: Southeast Europe Project Transnational Cooperation Program Implementation Period: April 2009 - March 2012
Project Value: 1,906,660 euro

The project aims to establish a concept of management of waste generated by ships along the Danube, to adopt a coordinated transnational approach, viable in terms of environment, including developing and implementing appropriate measures to protect this source of water and its complex ecosystems.

This project involves 9 partners from 7 countries: Austria, Slovakia, Hungary (2 partners), Croatia, Serbia, Romania (2 partners) and Bulgaria. Partners from Romania are the National Company Maritime Ports Administration SA Giurgiu and Danube River Ports Administration National Company Danube Maritime SA Galati.

Project value: EUR 3,996,553.50

The project contributes to the development of intermodal transport on the river both for domestic traffic and for import and export of goods, to increase goods processing capacity in the existing port, the modernization of services in terms of increased safety and quality.

Project Technical assistance for improving navigation conditions on the joint Romanian - Bulgarian Danube sector and further accompanying studies - Expanding the infrastructure of the port Calafat and rail port systematic device.

The project implementation period: 12 months
Project Value: 6,214,317 euro

This project is part of a complex project on navigation on the river, in order to improve the Pan - European corridor VII, so as to improve navigation on the Danube, to answer all the needs of national transport policy and international inter state commitments.
